First, in OE, go to Tools | Options and set OE as the default mail and news program. If the options are grayed out that means that OE already thinks it is the default.
Then go to Control Panel | Internet | Programs tab and select OE as the default mail and news program. If it is not available in the drop down list do the following:
Go to Start | Run and type this command, with the quotes and spaces:
"C:\Program Files\Outlook Express\msimn.exe" /reg
and then make sure that OE is selected as the default mail program in both
IE and OE.
