The Block Senders List and Message Rules are kept in the Registry under these keys:
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook Express\5.0\Block Senders
and
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook Express\5.0\Rules
where GUID is the number representing the Identity,
something like 49618AFA-9490-403E-8543-B1F19896BC02.
You can export these keys, but before merging them into another identity or another computer you need to edit the REG file with WordPad and change the GUID to agree with the identity to which you want to import them.

If your Block Senders List keeps blanking itself, delete the Registry key for Block Senders (while OE is closed). OE will build a new one when you open it again, but you will have to re-enter the ones you want to block.
